Timothy Hatfield
Tim is a dedicated health care attorney who has devoted his career to advising insurance companies, managed care entities, and health care providers in complex regulatory and compliance matters. He serves as primary regulatory counsel to health plans, provider groups, health systems, and health care startups. He also routinely advises clients regulated by the Oregon Health Authority, Oregon Department of Consumer and Business Services, the Washington Office of the Insurance Commissioner, and other state agencies in high-leverage transactions and disputes. Clients rely on Tim to shepherd complex health care transactions through the regulatory filing and approval process.
Prior to founding Hatfield Knivila, Tim was a partner at Stoel Rives, an associate at Cadwalader, Wickersham & Taft in New York and an analyst at The Advisory Board Company in Washington, DC. He also has experience at the Department of Health and Human Services, Office of the Inspector General and the Federal Trade Commission.
Tim is active in the health care community. He is a member of the executive committee and former chair of the Oregon State Bar Health Law Section. He was also chair of the board of Project Access Now, a non-profit that focuses on improving access to care for the low-income and uninsured population.
Tim loves exploring the wilderness with his wife and daughter. He is also an avid backcountry skier and runner.

Represented Oregon health carrier in receivership proceedings, which included the successful resolution of state and federal civil investigations.
Advised one of the nation’s largest managed care organization in the acquisition of a Washington MCO.

Advised multi-hospital system in internal investigation of real estate leasing practices, which resulted in self-disclosure of Stark-related overpayments.
Advised infusion clinic in $5,000,000 self-disclosure of Stark Law violations related to compensation model.

Conducted internal investigation regarding doctored insurance filings, including self-disclosure to regulators, avoiding any enforcement action.

Successfully defended disability service provider in abuse action brought by the Oregon Department of Disability Services, resulting in a finding that the allegation of abuse was unsubstantiated.
